I used to be able to have a "0.08" value in the PerYear, but now it seems it's ignored.

To clarify, "PerYear" specifies companies that will be created per year. Software release rate will depend on actual devtime and effort value.

Woah, I didn't know that.  Because in [8 Stable] (you can check with my mod even); the <PerYear> sets the number of products released.  Processors with a 0.08 were created once every four years on average; whereas in [Testing] it's like every four months; which is way too fast when the <DevTime> is at least 24.

I guess I was relying on bugged behaviour, sorry.  How do I slow down the AI companies to make them slow release cycles, without penalizing the Human player with 8 year dev times?
